Almadro VP-Compliance & Surveillance Group Gentlemen: This is in response to your faxed letter dated September 9, 1999 expressing your observation that there was an unusual movement in the trading of the shares of the Company today. While the management of the company is seeking the approval of the Board of Directors to an increase in authorized capital stock of the Company which, however, is not required to be disclosed until approval of the action by the Board of Directors, we are not aware of any material information affecting the Company that may affect the value and trading of its shares as should cause said unusual movement in trading within today.
