De Guia Asst . Manager Disclosure Department Gentlemen and Mesdames : This is in response to your letter dated 16 July 1999 that we received earlier today. The Joint Venture Agreement between Hopewell Crown Infrastructure, Inc. (HCCII) and Philippine National Construction Corporation (PNCC) is still in the process of negotiations. While it is true that representatives from HCII and PNCC met yesterday afternoon with the Toll Regulatory Board (TRB) the purpose of said meeting was merely to apprise and update the TRB of the status of the negotiations.
