Buenaventura Supervisor, Disclosure Department Gentlemen : This is in reference to your inquiry via fax about the news article captioned "Mondragon optimistic on talks with partner" published in the July 5, 1999 issue of the Manila Times. The settlement of issues with government regulatory bodies is a condition for the entry of a potential investor whose capital infusion for the Mimosa Project will dramatically improve the Company's financial position by attaining the optimal capital mix. The recent compromise agreement between Mondragon and Clark Development Corporation (CDC) provided a big boost in the negotiations with potential investors.
