June 19, 1998 PSE CIRCULAR FOR BROKERS NO. 1364-98 ATI taps Asia's largest consulting firm for South Harbor masterplan Asian Terminals Incorporated (ATI) signed last June 16 an agreement with the Pacific Consultant & International (PCI) for the preparation of a port master plan and feasibility studies for the re-development of the Manila South Harbor including Engineering Island. ATI Chief Executive Officer Richard Barclay and PCI President Jens Peter Henrichsen signed the agreement with Philippine Ports Authority (PPA) Assistant General). Manager Tomas Quintos Jr. and PCI General Manager Kazuo Kotake as witnesses. ATI has a contract with PPA to provide facilities and equipment and manage cargo-handling at the South Harbor until 2013, renewable for another 25 years. As part of the agreement, ATI has committed to invest at least US$300 million for the expansion of the South Harbor and Engineering Island. PPA and ATI will closely coordinate to implement successive phases of the port masterplan, to keep pace with the increase in cargo traffic. The general blueprint will cover development needs of the harbor's marine and landside infrastructure, including the provision of facilities for tourism and passenger facilities and other related private sector activities. Barclay expressed confidence on PCI's capability and "unique qualification" to undertake the study. Quintos, likewise, commanded PCI's competence in undertaking the design and construction supervision of the recent Asian Development Bank-funded Second Manila Port Development Project of the North Harbor. The group is also the prime consultant for Phases I and II of the Batangas Port Development Project and is one of the firms carrying out the current Metro Manila Urban Transport Integration Study. PCI's experience In private sector-financed projects include its design of the new international passenger terminal at the Ninoy Aquino International Airport. The same group which designed and is now supervising the construction of the Manila Skyway. Henrichsen expressed "excitement" on the new project. He said: "We are impressed with ATI's commitment, strategy and firm belief in a continuous future rapid economic development of the Philippine. The ATI decision to proceed with the development of the South Harbor is an exciting and very welcome decision. PCI is among the largest consulting engineering companies in the world. The company has during the lost ten years completed more than 100 port planning and design project in Asia, Europe, Africa and South America and more than 10 port projects in the Philippines. For the South Harbor, PCI subcontracted part of the work to Design Science Incorporated and Planning Resources & Operations Systems, both Filipino companies based in Manila.
