National Fund Campaign of the Philippine Constitution Association

April 11, 1997 PROCLAMATION NO. 989 AUTHORIZING THE PHILIPPINE C ONSTITUTIO N ASSOCIATION (PHILCONSA) TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE YEAR WHEREAS, the Philippine C onstitutio n Association (PHILCONSA) founded on 08 February 1962 is dedicated to the preservation, defense and evolution of the Constitution: WHEREAS, acting on the above commitment, the PHILCONSA has been undertaking a continuing information and education program throughout the country, focused on the Constitution, particularly on its being a decisive instrument for the protection and promotion of human rights; and, WHEREAS, in commemoration of the 10th Anniversary of the ratification of the 1987 Constitution, the year 1997 has been proclaimed as the Constitution Awareness Year by virtue of Proclamation No. 948 dated 22 January 1997 and the PHILCONSA has been tasked to plan and carry out activities aimed at raising the level of awareness of the people on the Constitution. NOW, THEREFORE, I , FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine C onstitutio n Association (PHILCONSA) to conduct a national fund campaign for a period of one year effective upon the promulgation of this Proclamation. For this purpose, all donations received by PHILCONSA for the implementation of its programs and activities shall be entitled to all tax exemption and deductibility benefits pursuant to Section 29 of the National Revenue Code, as amended, and its implementing rules and regulations. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
