December 12, 1991 PROCLAMATION NO. 845 CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION Pursuant to the powers vested in me by the Constitution, I, CORAZON C. AQUINO, President of the Philippines, do hereby call the Congress of the Philippines to a special session from December 16 to 20, 1991 to consider the following measures: (a) the bill providing for a Land Base Conversion Authority; (b) the bill extending the life of the Asset Privatization Trust (APT) and the Committee on Privatization (COP); (c) the bill on the refinements of the Value-Added Tax (VAT); (d) the bill providing for consumer protection; (e) the bill restructuring the transfer taxes; (g) the bill on the large taxpayer's unit in the BIR; and such other necessary bills of general application. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed. DONE in the City of Manila, this 12th day of December, in the year of Our Lord, Nineteen Hundred and Ninety-One.
