March 19, 2005 PROCLAMATION NO. 811 CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION Pursuant to the powers vested in me under Section 15, Article VI of the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a special session from March 30 to April 1, 2005 to urgently consider the passage of the bill Restructuring the Value-Added Tax System aimed at accelerating the recovery of the country's fiscal condition and averting a potential revenue loss to the government of P5 billion a month, thereby achieving domestic stability and improving investor confidence in the Philippines. TAaEIc IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed. DONE in the City of Manila, this 19th day of March, in the year of Our Lord, Two Thousand and Five.
