Declaring the Month of October of Every Year as the National Quality and Productivity Improvement Month

October 29, 2004 PROCLAMATION NO. 726 DECLARING THE MONTH OF OCTOBER OF EVERY YEAR AS THE NATIONAL QUALITY AND PRODUCTIVITY IMPROVEMENT MONTH WHEREAS, Proclamation No. 305, issued on August 10, 1988, has proclaimed the month of October as the National Productivity Improvement Month in support of the Government Productivity Improvement Program; WHEREAS, there is a need to raise quality and productivity consciousness of government organizations, private sector enterprises, academe and the general public and to implement value-adding activities in order to achieve higher productivity; WHEREAS, there is a need to put emphasis in the importance of multi-sectoral participation in enhancing overall productivity and the integral part of quality enhancement measures play in increasing productivity. SEIaHT NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of October of every year as the National Quality and Productivity Improvement Month. All departments, bureaus and agencies of the national and local governments are hereby directed to develop, implement and sustain quality and productivity improvement programs, projects and activities. In line with this, I hereby enjoin all quality and productivity organizations/associations to collaborate with the concerned government agencies in the development, implementation and promotion of quality and productivity improvement plans, programs, projects and activities. The Philippine Council for Productivity chaired by the National Economic and Development Authority shall coordinate and monitor all programs, projects and activities of both government and private sectors in celebration of the National Quality and Productivity Improvement Month. This proclamation amends Proclamation No. 305 dated August 10, 1988. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
