December 22, 1999 PROCLAMATION NO. 223 CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION Pursuant to the powers vested in me by the Constitution, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session on January 10 to 14, 2000 to urgently consider and enact the proposed General Appropriations Act 2000 and such other bills agreed upon by the Executive and Legislative panel as the Common Legislative Agenda. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed. cdtai DONE in the City of Manila, this 22nd day of December, in the year of Our Lord, Nineteen Hundred and Ninety-Nine.
