Authorizing the Development of the 158-Hectare Property of Asset Privatization Trust in Bacoor and Dasmariñas, Cavite for Socialized and Low-Cost Mixed Housing Purposes

November 9, 1999 PROCLAMATION NO. 209 AUTHORIZING THE DEVELOPMENT OF THE 158-HECTARE PROPERTY OF ASSET PRIVATIZATION TRUST IN BACOOR AND DASMARIAS, CAVITE FOR SOCIALIZED AND LOW-COST MIXED HOUSING PURPOSES WHEREAS, the Asset Privatization Trust (APT) owns strategically located parcels of land in Bacoor and Dasmarias, Cavite which are underutilized and have deteriorated into blighted areas; WHEREAS, the 158-hectare APT property (otherwise known as Moonwalk property) represents an opportunity for the National Government and the private sector to jointly undertake a socialized and low-cost mixed housing development to achieve a higher level of socio-economic development for the beneficiaries of the project; and, WHEREAS, the Home Insurance and Guaranty Corporation (HIGC) pursuant to its Charter, as amended, is authorized to manage, administer and develop real estate properties and assets of the National Government. NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby set aside for socialized and low-cost mixed housing purposes the 158 hectares APT property located in Bacoor and Dasmarias, Cavite, (ANNEX A), subject to existing laws and private rights, if any. The Department of Environment and Natural Resources (DENR) is hereby directed to immediately undertake the boundary, topographic, and subdivision surveys of the area in order to facilitate its early development. The HIGC is hereby designated as the principal government agency responsible for the administration, management, development and disposition of the subject APT property in accordance with its Charter, as amended. Other government agencies and instrumentalities including concerned local government units are enjoined and directed to extend such assistance to, and cooperation with HIGC as may be required and necessary for the speedy and successful development of this property for socialized and low-cost housing development.
