Promotional and Fund Raising Campaign of the Phil-American Foundation for Better Life, Inc.

December 4, 1976 PROCLAMATION NO. 1603 AUTHORIZING THE PHIL-AMERICAN FOUNDATION FOR BETTER LIFE, INC. TO CONDUCT A NATIONWIDE PROMOTIONAL AND FUND RAISING CAMPAIGN WHEREAS, juvenile delinquency has a negative effect upon industrialization and economic development and poses a threat to the peace and stability of the society; WHEREAS, the youth, given proper guidance and orientation, are a valuable asset in the task of nation-building; WHEREAS, it is the policy of the Government to maintain a systematic program designed to enhance the physical, mental and moral well-being of the youth to enable them to effectively participate in the development of the New Society; WHEREAS, the PHIL-AMERICAN FOUNDATION FOR BETTER LIFE, INC., a private, non-stock, non-profit organization duly accredited by the Government and engaged in operating and managing a Self-Discovery Center, which is devoted to the prevention of juvenile delinquency and the rehabilitation of those who have fallen into such social malady, deserves, the support and encouragement of all sectors of the community; WHEREAS, there is an urgent need to raise funds to enable the PHIL-AMERICAN FOUNDATION FOR BETTER LIFE, INC. to establish the Self-Discovery Center and expand its service program in support for existing projects aimed at minimizing, if not eliminating, juvenile delinquency; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby authorize the PHIL-AMERICAN FOUNDATION FOR BETTER LIFE, INC. to conduct a nationwide promotional and fund-raising drive. I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to extend their fullest support to this campaign by giving generously of their means. I also authorize government officials and employees, to accept for PHIL-AMERICAN FOUNDATION fund raising responsibilities and to give it active support and leadership in their respective capacities. This authority shall be good for a period of one (1) year from the issuance hereof.
