September 17, 1987 PROCLAMATION NO. 153-A DECLARING THURSDAY, SEPTEMBER 17, 1987, AS A NON-WORKING SPECIAL DAY IN THE PROVINCE OF TARLAC WHEREAS, General Francisco Makabulos was one of the outstanding Filipino generals in the revolutionary wars against Spain and the United States; and cdt WHEREAS, the people of Tarlac, his birthplace, should be given full opportunity to celebrate his 117th birthday anniversary on Thursday, September 17, 1987, with appropriate ceremonies; NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Thursday, September 17, 1987, as a non-working special day in the province of Tarlac. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed. DONE in the City of Manila, this 17th day of September, in the year of Our Lord, Nineteen Hundred and Eighty-Seven.
