July 17, 1999 PROCLAMATION NO. 144 DECLARING MONDAY, AUGUST 2, 1999, AS SPECIAL DAY IN THE CITY OF KABANKALAN, NEGROS OCCIDENTAL WHEREAS, the City of Kabankalan will be celebrating the 2nd Charter Anniversary on the ratification of Republic Act No. 8297 or the City Charter of Kabankalan on Monday, August 2, 1999. WHEREAS, in order for the people of this city to actively participate and give meaning to the celebrations, the Sangguniang Panlungsod of the City of Kabankalan has requested that the aforesaid date be declared as a special non-working holiday for the City of Kabankalan. prcd NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27 of the Administrative Code of 1987, do hereby declare Monday, August 2, 1999, as a special day in the City of Kabankalan. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed. DONE in the City of Manila, this 17th day of July, in the year of Our Lord, Nineteen Hundred and Ninety-Nine.
