Declaring Friday, July 16, 1999, as a Special Day in the Province of Cebu and All Cities Therein

July 15, 1999 PROCLAMATION NO. 141 DECLARING FRIDAY, JULY 16, 1999, AS A SPECIAL DAY IN THE PROVINCE OF CEBU AND ALL CITIES THEREIN WHEREAS, the Province of Cebu and all cities therein mourn the death of their beloved son, Hon. Marcelo B. Fernan, who served the country in various capacities, including as Chief Justice of the Supreme Court and Senate President; WHEREAS, the interment of this Cebuano leader is scheduled on July 16, 1999, in Cebu City; WHEREAS, the people of the province of Cebu and all cities therein desire to show their appreciation and the gratitude for the services and dedication extended to them by Hon. Marcelo B. Fernan by paying their last homage to him at his interment; cdrep NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me in Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Friday, July 16, 1999, as a special day in the Province of Cebu and all cities therein. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
