Imposition of 12% Value Added Tax (VAT) in all Products and Services of the Philippine Postal Corporation

December 21, 2015 PHLPOST CIRCULAR NO. 15-69 SUBJECT : Imposition of 12% Value Added Tax (VAT) in all Products and Services of the Philippine Postal Corporation Pursuant to Board Resolution No. 2015-144 dated 16 December 2015, the imposition of 12% Value Added Tax (VAT) on all products and services of PHLPost shall take effect starting 2 January 2016. To guide the postal tellers/counter clerks, and postal stations, attached is the list of postage rates and prices of PHLPost products and services, already computed inclusive of the 12% VAT, that shall be collected from walk-in mailers. The 12% VAT shall likewise be incorporated to the special rates granted to corporate clients with existing Memorandum of agreement/special rate approvals granted by the Postmaster General & CEO, upon renewal of the contract for 2016. The Office of the Asst. Postmaster General for Finance shall issue a separate accounting and reporting procedures pertaining to this new Order. All Area Directors and Chief, Administrative & Finance Division of the Postal Areas shall make sure that all Postal Tellers, acceptance/counter clerks, and Postmasters are aware of this order and guided on the implementation of the collection, recording, and reporting of the 12% VAT in all their transactions/sales.
