December 10, 2010 CERTIFICATION TO WHOM IT MAY CONCERN: THIS IS TO CERTIFY that at the regular session duly constituted of the Sangguniang Panlalawigan, Province of Pangasinan, held on December 10, 2010 at Lingayen, Pangasinan, the following provincial ordinance was approved: Sponsored by: SP Member Von Mark R. Mendoza PANGASINAN PROVINCIAL ORDINANCE NO. 146-10 AN ORDINANCE ADOPTING THE NEW SCHEDULE OF FAIR AND BASE UNIT MARKET VALUES FOR LANDS AND SCHEDULE OF BASE UNIT CONSTRUCTION COST FOR BUILDINGS AND OTHER STRUCTURES AS INDICATED IN RA 7160 AS BASIS FOR THE CLASSIFICATION, APPRAISAL AND ASSESSMENT OF REAL PROPERTIES IN THE PROVINCE OF PANGASINAN WHEREAS, Section 219 of the Local Government Code of 1991 provides that the Provincial Assessor shall undertake a general revision of real property assessment within the 2 years after the effectivity of the said Code and every 3 years thereafter; WHEREAS, nine (9) years had passed, however, since the Province of Pangasinan had undertaken its last general revision of real property assessments thru a resolution passed by the Sangguniang Panlalawigan in 2001; WHEREAS, the Provincial Assessor's Office has recommended a new schedule for the 2011 General Revision of Real Property Assessment and Classification for the Province of Pangasinan; WHEREAS, the 2011 General Revision will project an increase in assessed valuation of real properties in the Province of Pangasinan in addition to their current assessed valuation; WHEREAS, the 2011 General Revision will eventually enhance the tax collection performance of the Province which will enable it to undertake development programs that will redound to the general welfare of the people; NOW, THEREFORE, on motion of SP Member Von Mark R. Mendoza, duly seconded Be it enacted by the Sangguniang Panlalawigan in session assembled, that: SECTION 1. This ordinance shall be known as adopting the 2011 General Revision of Real Property Assessment and Classification for the Province of Pangasinan pursuant to Section 219 of the Local Government Code of 1991. SECTION 2. The continuing assessment and reassessment program of the Province of Pangasinan will result in an increase tax valuation of real properties. SECTION 3. The schedule of fair market values shall be published in a newspaper of general circulation in the Province, or in the absence thereof, shall be posted in the Provincial Capitol, and in two (2) other conspicuous places in the Province of Pangasinan.
