Dimson, Jr. EXPLANATORY NOTE The soaring cost in the delivery of administrative services necessitates the increase in rate of the administrative fee imposed against the extraction of sand, gravel and other quarry resources from public and private lands within the territorial jurisdiction of the Province of Pampanga from Twelve (Php12.00) Pesos to Fifteen (Php15.00) Pesos per cubic meter for which quarry operators are in full adherence to the aforesaid increase. The anticipated proceeds derived therefrom may be used aside from monitoring quarry operation in the Province and rehabilitation of abandoned quarry sites and roads, to finance the implementation of the Ecological Solid Waste Management Program of the Province. NOW THEREFORE, BE IT ORDAINED BY THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF PAMPANGA, in regular session assembled, that: SECTION 1. That Section 128 of Tax Ordinance No. 4, series of 2011 of the Province of Pampanga is hereby amended to read as follows: Section 128. Imposition of Administrative Fee. There is hereby levied an administrative fee equivalent to Fifteen (Php15.00) Pesos per cubic meter on the sand, gravel and other quarry resources extracted from private and public lands within the territorial jurisdiction of Pampanga. The proceeds derived from the administrative fee shall accrue to the General Fund of the Province to be used for regulating and monitoring of quarry operation as well as for the rehabilitation of abandoned quarry sites and roads; and for the implementation of the Ecological Solid Waste Management Program of the Province . SECTION 2. Effectivity . This Ordinance shall take effect thirty (30) days after copies hereof are posted in the bulletin boards at the Provincial Capitol Building, City of San Fernando, Pampanga or after publication in a local newspaper with general circulation whichever comes later.
