February 12, 2013 Excerpts from the Journal of the Regular Session of the Sangguniang Panlalawigan of Pampanga Held on February 12, 2013 at the Session Hall, Capitol Building City of San Fernando, Pampanga PAMPANGA PROVINCIAL ORDINANCE NO. 577-13 AN ORDINANCE ENJOINING ALL CHIEFS OF HOSPITAL OF PROVINCIAL OWNED, RUN AND CONTROLLED PROVINCIAL AND DISTRICT HOSPITALS IN THE PROVINCE OF PAMPANGA TO PROVIDE DOG/ANIMAL BITE VICTIMS FREE MEDICAL TREATMENT WHICH INCLUDES ANTI-RABIES VACCINATION AND HOSPITAL ACCOMMODATION THEREBY EXEMPTING THEN FROM PAYING ANY HOSPITAL SERVICE FEES IMPOSED IN SECTION 142 UNDER ARTICLE II OF CHAPTER IV OF TAX ORDINANCE NO. 4, SERIES OF 2011 OF THE PROVINCE OF PAMPANGA; AND FOR OTHER PURPOSES Sponsors: Hon. Macalino WHEREAS, it is the declared policy of the Province of Pampanga to protect and promote the right to health of the people; WHEREAS, lately, there is a mark increase of dog/animal bite victims that require immediate medical attention and anti-rabies vaccination; WHEREAS, mostly of these dog/animal bite victims belong to indigent families who could barely make both ends meet for which they could not afford the high cost of medical treatment; and WHEREAS, in an effort to save dog/animal bite victims from any form of life threatening disease that might result therefrom, it appears urgent and highly in order to provide them free medical attention that includes medicines and hospital accommodation. HTcADC BE IT ORDAINED BY THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF PAMPANGA, in regular session assembled, that: SECTION 1. All Chiefs of Hospital of provincial owned, run and control provincial and district hospitals in the Province of Pampanga are hereby enjoined to provide dog/animal bite victims who are bonafide residents in the Province free medical treatment that includes anti-rabies vaccination and hospital accommodation thereby exempting them from paying any hospital service fees imposed in Section 142 under Article II of Chapter IV of Tax Ordinance No. 4, series of 2011 of the Province of Pampanga. SECTION 2. The Provincial Health Officer and the Provincial Agriculturist are hereby instructed to strictly enforce the Rabies Prevention and Control Program mandated in Republic Act No. 9482 for which they shall draw a system addressing among other purposes, the following areas of concern: 1. Mass vaccination of dogs; 2. Conduct of information and education campaign on the prevention and control of rabies; 3. Free routine immunization of school children aged five (5) to fourteen (14) in areas where there is high incidence of rabies; and 4. Encourage the practice of responsible pet ownership. Moreover, the Provincial Health Officer shall register Provincial owned, run and controlled provincial and district hospitals in the Province with the Philippine Health Insurance Corporation as Animal Bite Center. SECTION 3. This Ordinance shall take effect immediately after copies hereof are posted in the bulletin boards at the ground and 2nd floor of the Provincial Capitol Building, City of San Fernando, Pampanga for the information and guidance of the general public. Let copies hereof be furnished the Provincial Hospital, all the District Hospitals, the Provincial Health Officer and the Provincial Agriculturist, all of the Province of Pampanga, for their information and compliance.
