October 30, 2012 Excerpts from the Journal of the Regular Session of the Sangguniang Panlalawigan of Pampanga Held on October 30, 2012 at the Session Hall, Capitol Building City of San Fernando, Pampanga PAMPANGA PROVINCIAL ORDINANCE NO. 566-12 AN ORDINANCE ADOPTING AND APPLYING TO USE THE INTEGRATED TAXATION MANAGEMENT SYSTEM (ITAX) PROGRAM; AUTHORIZING THE GOVERNOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE PROVINCE OF NEGROS ORIENTAL FOR THE PROVINCE OF PAMPANGA TO AVAIL OF THE LATTER'S ITAX SOFTWARE PROGRAM UNDER SUCH TERMS AND CONDITIONS THAT MAY BE IMPOSED THEREIN; AND FOR OTHER PURPOSES Sponsor: Hon. Garbo WHEREAS, the Province of Negros Oriental is the assignee of the rights to maintain and operate the Integrated Taxation Management System (ITAX) Program in the country as granted the Deutsche Gesellschaft fr Internationale Zusammenarbeit (GIZ); WHEREAS, the Province of Negros Oriental has adopted and apply to use the Integrated Taxation Management System (ITAX) Program which focuses on improving tax assessment and collection geared to improve considerably tax receipts particularly those derived from realty and business taxes and such other local fees and charges including non-tax revenues; WHEREAS, in an effort to help other provinces, cities and municipalities in the country, the Province of Negros Oriental offers to accord interested local government unit to adopt, apply and use the aforesaid ITAX Software Service Program to enable them realize the efficient and effective maintenance of real property assessment as basis for accurate tax assessment in order to maximize tax receipts; and WHEREAS, the Sangguniang Panlalawigan finds the above proposition in the matter of adopting and applying to use the said Integrated Taxation Management System (ITAX) Program meritorious that deserves favorable immediate consideration. NOW THEREFORE, BE IT ORDAINED BY THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF PAMPANGA, in regular session assembled, that: SECTION 1. The Province of Pampanga hereby adopts and applies to use the Integrated Taxation Management System (ITAX) Program. SECTION 2. The Governor is hereby authorized to enter into a Memorandum of Agreement with the Province of Negros Oriental in the matter of a Joint Project Transfer that allows the Province of Pampanga to use the latter's Integrated Taxation Management System (ITAX) Program under such terms and conditions that may be imposed therein; and to sign, for and in behalf of the Province of Pampanga the pertinent document thereof. SECTION 3. All the component municipalities in the Province of Pampanga are hereby enjoined to apply and use the aforesaid Integrated Taxation Management System (ITAX) Program to optimize their respective tax receipts from various sources especially those from realty taxes; and to set aside the necessary amount that may be incurred for the purpose. SECTION 4. Any expenses that may be incurred on the use of the said Integrated Taxation Management System (ITAX) Program shall be drawn in the meantime from the current appropriations for Maintenance and Other Operating Expenses from the Offices of the Provincial Assessor and Provincial Treasurer. SECTION 5. This Ordinance shall take effect thirty (30) days after copies hereof are posted in the bulletin boards at the ground and second floor of the Provincial Capitol Building, City of the San Fernando, Pampanga or immediately after its publication in a local newspaper with general circulation whichever comes earlier.
