August 8, 2017 NAGA CITY ORDINANCE NO. 052-17 AN ORDINANCE APPROPRIATING ONE HUNDRED THOUSAND PESOS FOR EACH FILIPINO RESIDENT OF NAGA CITY WHO HAS REACHED ONE HUNDRED YEARS OLD OR OLDER Author: Hon. Gregorio Re Abonal Co-Sponsors: Hon. Jose C. Raola and Hon. Salvador M. del Castillo Explanatory Note Republic Act 10868 provides that all Filipinos who reach the age of one hundred years shall be honored with (a) a Letter of Felicitation from the President of the Philippines congratulating the celebrant for longevity and (b) a Centenarian Gift in the amount of one hundred thousand pesos (P100,000.00). The same Act declares the first Sunday of October as the National Respect for Centenarians Day during which all Filipinos who have turned centenarian during the current fiscal year shall be awarded a plaque of recognition and a cash incentive by their respective city or municipal government in appropriate ceremonies in addition to the aforementioned benefits. The Act further provides that the local government unit concerned shall determine the amount of the cash incentive. Be it ordained by the Sangguniang Panlungsod of the City of Naga SECTION 1. Title . This Ordinance shall be known as the "City Centenarians Incentive Ordinance." SECTION 2. Cash Incentive and Recognition . One hundred thousand pesos (P100,000.00) shall be given by the City of Naga as a one-time incentive to each qualified person on the occasion of his/her 100th birthday. A plaque of recognition shall be awarded to him/her or to his/her nearest surviving relative in an appropriate ceremony on the National Respect for Centenarians Day in October. Both the cash incentive and the plaque of recognition shall likewise be given to each living resident who turned one hundred years old prior to the enactment of RA 10868 on June 23, 2016 and of this Ordinance. The cash incentive and the plaque of recognition shall be given to the nearest surviving relative of one who turned one hundred years old prior to the enactment of RA 10868 and of this Ordinance but who unfortunately died before the incentive and the plaque could be given. SECTION 3. Documentary Requirements . Before September 1 prior to the forthcoming Respect for Centenarians Day at which the centenarian is proposed to be given the cash incentive, s/he or her/his authorized representative shall submit to the City Social Welfare Development any government-issued identification card or document that establishes the centenarian's: (a) Filipino citizenship, (b) one-hundred-year-old age, and (c) Naga City residency over at least the last ten (10) years. The primary and secondary documents listed in Rule VI in the Implementing Rules and Regulations of Republic Act No. 10868 shall suffice in lieu of the aforementioned requirements. Toward this end, the Head of the Office for Senior Citizens Affairs shall identify prospective centenarians and assist them and their families in the preparation and submission of the documentary requirements. SECTION 4. Funding . The cash incentives shall be provided in the annual budget under the Special Purpose Appropriation-Senior Citizens. SECTION 5. Effectivity .
