Takagi, Jr. WHEREAS , Section 167, of Republic Act 7160, otherwise known as the Local Government Code of 1991, provides that the Sanggunian concerned may, for a justifiable reason or cause, extend the time of payment of such taxes, fees, or charges without penalties, surcharges and interests but only for a period not exceeding six (6) months; WHEREAS , in the light of the Proclamation No. 929 , declaring a state of calamity throughout the Philippines due to Corona Virus Disease 2019 (COVID-19) ; WHEREAS , Proclamation No. 922, Series of 2020 was issued declaring a State of Public Health Emergency throughout the Philippines due to COVID-19, enjoining all government agencies and Local Government Units (LGUs) to render full assistance and cooperation; WHEREAS , Resolution No. 2020-253 declares that the City of Muntinlupa in a State of Calamity pursuant to Section 458 of the Local Government Code; WHEREAS , considering the large number of taxpayers who will converge to the City Treasurer's Office of Muntinlupa City Hall, however public health is paramount importance, there is an imperative need to extend the deadline for the Real Property Tax (RPT) payment from March 31 , to May 31, 2020 ; NOW THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED , by the 9th Sangguniang Panlungsod of Muntinlupa in session assembled that: SECTION 1. Coverage . All 1st Quarter of Real Property Tax (RPT) due and payable to the City Government of Muntinlupa for the 1st Quarter which is due to be paid on or before March 31, 2020 can be paid not later than May 31, 2020 without penalties, surcharge and interest. SECTION 2. Penalties, Surcharges and Interests . All Real Property Tax (RPT) due for the said period shall however be subject to the penalties and interest prescribed by Muntinlupa Revenue Code, if not paid on or before May 30, 2020 . SECTION 3. Repealing Clause . Any provision of Ordinances, Executive Orders, Issuances or Rules and Regulations inconsistent with the provisions of this Ordinance is hereby repealed, amended or modified accordingly. SECTION 4. Effectivity . This ordinance shall take effect immediately upon approval. ENACTED , by the 9th Sangguniang Panlungsod of Muntinlupa this 20th day of March, 2020 , on its 4th Special Session .
