March 26, 1987 MEMORANDUM ORDER NO. 75-D GRANTING SALARY INCREASES FOR POSITIONS IN THE NATIONAL TAX RESEARCH CENTER The increase in salaries of Career Executive Service positions in the National Tax Research Center by five (5%) percent and the salaries of the rank and file positions in the same office by thirty (30%) percent is hereby authorized subject to the following conditions: 1. The use of savings realized from allotments for personal services cost to fund the salary adjustment; 2. Notwithstanding the percentage increase on the authorized salary adjustment, a 5% or one-step difference between superior and subordinate positions in the hierarchical levels established shall be observed; 3. The NTRC shall submit to the Office of Compensation and Position Classification of the Ministry of Budget and Management the corresponding plantilla of personnel embodying the salary adjustment for checking, without prejudice to the refund of any excess payments made to the employee concerned. 4. The above salary adjustment shall be in lieu of all allowances not enjoyed by officials and employees under the OP Pay Plan. 5. The salary increase herein recommended shall be effective January 1, 1987. The Secretary of Budget and Management shall issue the necessary rules and regulations to implement this Memorandum Order.
