Withholding from IRA Share of LGUs in Metro Manila for Direct Payment of Statutory Contributions to MMC

November 26, 1986 MEMORANDUM ORDER NO. 52 AUTHORIZING THE WITHHOLDING FROM INTERNAL REVENUE ALLOTMENT SHARE OR ANY OTHER AID/APPROPRIATION ACCRUING TO THE LOCAL GOVERNMENT UNITS WITHIN THE METROPOLITAN MANILA AREA FOR DIRECT PAYMENT OF THE LATTER'S STATUTORY CONTRIBUTIONS AND OBLIGATIONS TO THE METROPOLITAN MANILA COMMISSION In order to assist in the expeditious settlement of the statutory contributions and obligations owing from the local government units within the Metropolitan Manila area in favor of the Metropolitan Manila Commission, the Minister of the Budget upon consultation with the Treasurer of the Philippines is hereby authorized to withhold or earmark on the Advice of Allotment and corresponding cash disbursement drawn from the Internal Revenue Allotment share or any other aid/appropriations accruing to the local government units concerned such amounts as may be necessary for the settlement of their outstanding statutory contributions and obligations to the Metropolitan Manila Commission. Such amounts withheld or earmarked shall be remitted by the Treasurer of the Philippines to the Metropolitan Manila Commission and such remittances shall be credited to the local government units concerned to offset their respective obligations to the Metropolitan Manila Commission.
