March 11, 1993 MEMORANDUM ORDER NO. 103 In line with the desire of the President that government officials and employees file their annual income taxes earlier, and pursuant to Memorandum Circular No. 110 of this office, dated February 16, 1990, all personnel of the Office of the President proper are hereby enjoined to set the example in the early filing of their tax returns on or before March 15, 1993.
