November 3, 2005 MEMORANDUM CIRCULAR NO. 92 AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF CONCERNED PERSONNEL IN THE EXECUTIVE BRANCH OF THE GOVERNMENT AND LOCAL GOVERNMENT UNITS IN THE 7TH NATIONAL CONGRESS OF THE MORAL RECOVERY OFFICERS FOUNDATION, INC. The Moral Recovery Officers Foundation, Inc. (MROFI) will hold its 7th National Congress on November 24, 2005, with the theme " Itaguyod: Pagbabago at Pagbubuo ng Bayan ," at the Kapulungang Claro M. Recto of Bulwagang Rizal, College of Arts and Letters, University of the Philippines, Diliman, Quezon City. HSDaTC In this connection, concerned personnel in the executive branch of the government and local government units are hereby authorized to attend said event on official time only , at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
