September 23, 2005 MEMORANDUM CIRCULAR NO. 90 AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF MEMBERS OF THE SOCIETY OF PHILIPPINE ACCREDITED CONSULTANTS, INC. (SPAC) IN THE EXECUTIVE BRANCH OF THE GOVERNMENT IN THE ANNUAL CONVENTION TO BE HOSTED BY SPAC The Society of Philippine Accredited Consultants, Inc. (SPAC), will hold its Annual Convention on October 14, 2005 at the Quezon City Sports Club. In this connection, members of the SPAC in the executive branch of the government are hereby authorized to attend the above-mentioned Symposium on official time only, at no cost to the government except payment of their salaries, provided that such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
