September 13, 1993 MEMORANDUM CIRCULAR NO. 74 AMENDING MEMORANDUM CIRCULAR NO.55 (1993), ENTITLED "CONSTITUTING A PHILIPPINEHOST COMMITTEE FOR, AND DIRECTING ALL GOVERNMENT DEPARTMENTS, AGENCIES AND OFFICESINCLUDING GOVERNMENT-OWNED AND CONTROLLEDCORPORATIONS TO SUPPORT, THE 16TH BIENNIAL CONFERENCE ON THE RULEOFLAW IN THE WORLD" WHEREAS, in preparation of and to ensure the success of the 16th Biennial Conference on the Rule of Law in the World to be held at the Philippine International Convention Center (PICC) on October 24-29, 1993, Memorandum Circular No. 55, entitled "Constituting a Philippine Host Committee for, and Directing All Government Departments, Agencies and Offices Including Government-Owned and Controlled Corporations to Support, the 16th Biennial Conference on the Rule of Law in the World ", was issued on 10 June 1993; ASHaTc WHEREAS, this Conference is an excellent learning opportunity for members of the legal profession in the government service; and WHEREAS, there is a need to strengthen the operations and promotional efforts of the Philippine Host Committee (PHC). NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order: SECTION 1. Section 3 of Memorandum Circular No. 55 (1993) is amended to include the following provisions: "3.14 All Government Departments, Agencies and Offices, Including Government-Owned and Controlled Corporations, and Local Government Units Heads of these agencies/offices are hereby directed to authorize a number of their lawyers to attend the Conference on official time. Where there are no expenditure items for the conduct/attendance to seminars/conferences in the appropriations of an agency/office, the charging of expenditures for seminars/conferences to savings shall not be authorized, pursuant to Sections 18 and 19 of the General Appropriations Act of 1993. However, agencies may charge seminar fees to the lump sum appropriation provided for the conduct of seminars/conferences, subject to the approval of the respective agency/office head. EHSTcC 3.15 Department of Budget and Management (DBM) The Department of Budget and Management is hereby directed to facilitate the release of honoraria to officials and employees of the DOT, the PCVC, and other government agencies, who serve in the PHC on an additional working capacity aside from their present job assignments, chargeable against the respective savings of the agencies/offices concerned, at rates as follows: Amount Per Month Overall Chairman P3,400.00 Members: Assistant Secretary/Bureau Director/ Department Regional Director or equivalent 3,000.00 Assistant Bureau Director/Department Assistant Regional Director/Bureau Regional Director/Department Service Chief or equivalent 2,800.00 Assistant Bureau Regional Director or equivalent 2,400.00 Chief of Division, identified as such by the DBM 2,200.00 Staff: Technical Regular Personnel 500.00 Administrative Support Regular Personnel 300.00 The proposed grant of honoraria shall have the following limitations: 3.15.1 Payment of honoraria to regular/itemized personnel shall only be for the duration of the existence of the PHC which shall be six (6) months beginning June 1, 1993 to November 30, 1993. 3.15.2 No overtime pay, meal, transportation, representation and other allowances shall be allowed to an official/employee due to his assignment with the PHC. However, he shall continue to enjoy those other allowances which he is authorized to receive in his mother agency. 3.15.3 Officials and employees who are on assignment to other special projects/task forces besides the said PHC shall be allowed to enjoy only one honorarium that is more advantageous to him." SHIcDT SECTION 2. This Memorandum Circular shall take effect immediately. DONE in the City of Manila, this 13th day of September, in the year of Our Lord, Nineteen Hundred and Ninety-Three.
