Adoption of Appropriate Preventive and Punitive Measures Against Impostors and Poseurs

May 21, 1993 MEMORANDUM CIRCULAR NO. 49 ADVISING OF THE PRESIDENT'S MEMORANDUM ON IMPOSTORS AND POSEURS AND DIRECTING THE ADOPTION OF APPROPRIATE PREVENTIVE AND PUNITIVE MEASURES All departments, agencies, offices, government-owned and controlled corporations, and local government units are hereby advised that the President has issued a Memorandum dated 20 May 1993 warning the general public against unscrupulous persons, influence peddlers, extortionists, impostors and poseurs engaged in peddling influence or attempting extortion by using his name, signature, picture or office as a means to gain favor or advantage or to carry out various illegal purposes. TAcSaC Accordingly, all concerned are hereby directed to adopt such preventive and punitive measures as may be proper and necessary to discourage said reprehensible practices. This Memorandum Circular shall take effect immediately. DONE in the City of Manila, on this 21st day of May, in the year of Our Lord, Nineteen Hundred and Ninety-Three. ATTACHMENT May 20, 1993 MEMORANDUM TO : All Concerned SUBJECT : Impostors And Poseurs 1. Reports have reached my office time and again that unscrupulous persons, influence peddlers, extortionists, impostors and poseurs are engaged in peddling influence or attempting extortion by using my name, signature, picture or office as a means to gain favor or advantage or to carry out various illegal purposes. 2. Throughout my long years in public service, it has always been my policy and practice to avoid or stay away from the solicitation of favors, contributions or donations for personal, unofficial or otherwise unauthorized purposes not related to civic, charitable or public welfare projects. I have stated before and I hereby reiterate that I have always condemned such reprehensible practices. There should be no doubt that said individuals are undertaking these activities under false pretenses and for their exclusive benefit. They should be unmasked immediately to protect the public from being victimized and so that the same persons may be punished accordingly. 3. I appeal to the general public that such activities should be reported directly to the Office of the President (Attn: Senior Aide-de-Camp. Tel No.: 712-5421) without delay so that swift punitive action against said persons can be instituted as may be warranted.
