Enjoining Support for the Technical Working Group on the Preparation of Comprehensive Plans to Preserve and Develop Baguio and Boracay

March 11, 1987 FIRB RESOLUTION NO. 001-87 WHEREAS, the Fiscal Incentives Review Board created under Presidential Decree No. 776, as amended by Memorandum Order No. 23, is tasked with the function of evaluating requests of Government and private entities for restoration of tax and duty incentives or grant of subsidies in lieu thereof pursuant to Executive Order No. 93; WHEREAS, pursuant to FIRB Resolution Nos. 14-85 and 51-85, IMELDA L. REYES, Head of the FIRB Secretariat and JOVENCIO N. FOJAS Vice-Chairman of the FIRB Technical Committee as of October, 1984 were designated as signing and co-signing authorities for and in behalf of the FIRB Secretariat and the FIRB Technical Committee to implement the payment of honoraria to their technical and clerical support out of the amount contributed by the member-agencies of the FIRB; WHEREAS, the Board has designated on December 24, 1986 the National Tax Research Center as Secretariat thereof for the purpose of preparing the studies corresponding to all requests for restoration of tax and duty incentives or grant of subsidy; WHEREAS, in addition to the above function, the Secretariat shall also act as the custodian of all FIRB records and documents and perform such other tasks as may be assigned to it by the Board; NOW, THEREFORE, in consideration of the designation of the NTRC as the FIRB Secretariat, BE IT RESOLVED, AS IT HEREBY RESOLVED, that ANGEL Q. YOINGCO, Head of FIRB Secretariat and Undersecretary ALFREDO PIO DE RODA, JR., Chairman of the FIRB Technical Committee are hereby authorized to receive from IMELDA L. REYES and JOVENCIO N. FOJAS for and in behalf of the Board the amount contributed by the member-agencies of the FIRB including the records and documents evidencing the same per FIRB Resolution Nos. 14-85 and 51-85 and to cause the disbursement thereof in accordance with the said Resolutions.
