April 23, 1993 MEMORANDUM CIRCULAR NO. 42 AUTHORIZING GOVERNMENT PERSONNEL TO ATTEND THE 1993 ASPAP CONFERENCE AND GENERAL ASSEMBLY AT U.P., DILIMAN, QUEZON CITY, ON MAY 13-15, 1993 There is a pressing need to heighten perceptive awareness among public civil servants on the concrete meaning and practical implications of people empowerment and decentralized development as key concepts and policy commitments of the New Administration, as well as of the present and future generations of management educators. ESCTaA Accordingly, all government departments, bureaus, offices, agencies, and instrumentalities, including state colleges and universities and government-owned or controlled corporations, are hereby authorized to send their representatives to the 1993 ASPAP Conference and General Assembly on the theme "Public Management Education for People Empowerment" on May 13-15, 1993, at the Science Teacher Training Center Auditorium, U.P. Institute for Science, Mathematics and Educational Development, Diliman Campus, Quezon City, as sponsored by the Association of Schools of Public Administration of the Philippines, Inc., and the College of Public Administration, University of the Philippines. Attendance therein shall be on official time with reasonable expenses for transportation, per diem , and a maximum conference fee of P500.00 per day per participant, or a total of P1,000.00 as conference fee for two (2) days per participant, chargeable against the allotment of their respective offices and as an exemption from any administrative issuance prohibiting the "conduct of all seminars, conventions, annual and anniversary celebrations." aAIcEH Manila, April 23, 1993
