December 7, 1992 MEMORANDUM CIRCULAR NO. 22 DIRECTING ALL DEPARTMENT SECRETARIES AND HEADS OF AGENCIES OF THE NATIONAL GOVERNMENT INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS TO MONITOR STRICT COMPLIANCE WITH ADMINISTRATIVE ORDER NO. 204, DATED DECEMBER 17, 1990 Administrative Order No. 204 dated December 17, 1990 * directs all department secretaries and heads of agencies of the National Government, including Government-Owned or Controlled Corporations, to require all third level officials in their respective Departments and Agencies to prepare and enter into a semi-annual/annual performance contract with them. Said contract shall serve as a basis for the periodic evaluation of the performance of third level officials. CTaSEI It has been reported, however, that the percentage of compliance with the Order has been declining. In view thereof, and in order to ensure accountability and responsiveness in public service, all concerned officials are hereby directed to strictly observe compliance with the Performance Contract Requirement as enunciated in AO 204. Department Secretaries and heads of Agencies of the National Government, including Government-Owned or Controlled Corporations, shall monitor compliance with said contract and submit periodic reports thereon to the Office of the President and the Career Executive Service Board. This Memorandum Circular shall take effect immediately. Manila, December 7, 1992
