September 14, 2011 MEMORANDUM CIRCULAR NO. 18 To address incidents related to transport strikes in Metro Manila, the functions of the Presidential Task Force on Transport Strike and Mass Action (TRASMA), headed by the Metropolitan Manila Development Authority (MMDA) Chairman, created under Executive Order No. 243 (s. 2000) are hereby reiterated, to take charge of government actions and responses on transport strikes and similar incidents, specifically, but not limited to the following: 1. Provision of alternative transportation; 2. Logistical support; 3. Maintenance of peace and order; 4. Security to non-participating transport groups/individuals; and 5. Apprehension and filing of charges for violation of applicable laws, rules and regulations relative to the conduct of transport strikes. For this purpose, the MMDA shall immediately convene the Task Force to work on detailed actions and contingency plans to address issues and concerns in the event that a transport strike happens. In cases of transport strikes outside Metro Manila, the Department of the Interior and Local Government (DILG) is hereby directed to lead in the conduct of necessary actions and responses therein.
