Cadiz, M.D. WHEREAS , Section 16 of the same Code likewise states that: "SECTION 16. General Welfare. Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. x x x" WHEREAS , Section 192 of Republic Act No. 7160, otherwise known as the "Local Government Code of 1991" states that: "SECTION 192. Authority to Grant Tax Exemption Privileges. Local government units may, through ordinances duly approved, grant tax exemptions, incentives or reliefs under such terms and conditions as they may deem necessary." WHEREAS ,on November 25, 2015, the 7th City Council of Marikina approved Ordinance No. 71, Series of 2015 which provided for the grant of graduated tax reduction on real property tax for Calendar Year 2016 to 2018; WHEREAS ,Section 1 of the aforementioned Ordinance states that: SECTION 1. The City Government of Marikina hereby grants a graduated tax reduction on real property tax due for Calendar Years 2016 to 2018 as follows: Calendar Year 2016 Forty Percent (40%) Calendar Year 2017 Thirty Percent (30%) Calendar Year 2018 Twenty Percent (20%) WHEREAS ,however, in response to the clamor of the public to revert to the previous Real Property Tax Reduction since the City and its constituents have not fully recovered from the effects brought by calamities such as flooding in the City, the City Council has responded by amending Ordinance No. 071, Series of 2015; NOW THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED by the SANGGUNIANG PANLUNGSOD of MARIKINA ,in session duly assembled, that: SECTION 1. Section 1 of Ordinance No. 071, Series of 2015 is hereby amended to read as follows: "The City Government of Marikina hereby grants 50% reduction on Real Property Tax from Calendar Year 2016 to 2020." SECTION 2. Coverage . This Ordinance shall cover all Real Property Taxpayers of Marikina who will be paying in full or installment basis. SECTION 3. Effectivity. This Ordinance shall take effect starting July 1, 2016. CAIHTE UNANIMOUSLY ENACTED by the SANGGUNIANG PANLUNGSOD OF MARIKINA ,this 18th day of May, 2016.
