Further Amending Article V, Section 33 of Ordinance No. 99/051 as Amended

MANDAUE CITY ORDINANCE NO. 13-2014-932 AN ORDINANCE FURTHER AMENDING ARTICLE V, SECTION 33 OF ORDINANCE NO. 99/051 (OTHERWISE KNOWN AS THE REVENUE CODE OF THE CITY OF MANDAUE) AS AMENDED WHEREAS, the City of Mandaue in its efforts to impose a reasonable, fair and just collection of fees for basic social services has no other alternative but to adjust its existing fees for local registry. The THIRTEENTH SANGGUNIANG PANLUNGSOD of MANDAUE, with members in session duly assembled, hereby ORDAINS that: SECTION 1. Purpose . This partial amendatory ordinance specifically amends Article V, Section 33 of Ordinance No. 99/051 (otherwise known as The Revenue Code of the City of Mandaue) as amended, by fixing a reasonable and equitable rate to be collected for the conduct of Pre-Marital Counseling Seminar for application of Marriage License. SECTION 2. Section Subject for Amendment . Article V, Section 33 (2) of Ordinance No. 99/051 otherwise known as The Revenue Code of the City of Mandaue is hereby further amended to read as follows: "2. Civil Registry Fees: a. Marriage Fees (i) Application Fee Php50.00 (ii) License Fee 50.00 (iii) Solemnization Fee 35.00 (iv) Pre-Marital Counseling Seminar Fee 100.00 Should the applicant/s be an indigent, the same shall be exempted from the payments of the abovementioned fees, provided that they secure a certification from the City Social Welfare Services Officer (CSWSO) certifying to that effect. SECTION 3. Repealing Clause . All ordinances, resolutions, orders or parts thereof which are inconsistent herewith are hereby deemed amended and modified accordingly. CAIHTE SECTION 4. Effectivity Clause . This ordinance shall be effective immediately upon its approval by the City Mayor. No. 47-2014 Pursuant to SP Resolution No. 13-427-2014, Draft Ordinance No. 47-2014 entitled "AN ORDINANCE FURTHER AMENDING ARTICLE V, SECTION 33 OF ORDINANCE NO. 99/051 OTHERWISE KNOWN AS THE REVENUE CODE OF THE CITY OF MANDAUE," is hereby referred to this Committee for review. The Committee recognizes the importance of taxes as the lifeblood of the government, for without it, the government cannot support itself and implement its projects for the welfare of the public. Wherefore, in view of the foregoing, the Committee recommends to amend Section 2 of Draft Ordinance No. 47-2014 by increasing the proposed new rates by the latter as such increase is still relatively small in reference to the old rates. The Committee also further recommends for the inclusion of a provision exempting indigent applicants from the payment of such fees, provided that they secure a certification from the City Social Welfare Services (CSWS) certifying to that effect. Section 2 of D.O. No. 47-2014 as amended shall now read as follows: Civil Registry Fees: a.
