September 14, 1992 FIRB RESOLUTION NO. 041-92 SUBJECT : Fertilizer And Pesticide Authority (1) BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to deny the request of the Fertilizer and Pesticide Authority for the release of the Certificate of Entitlement to Subsidy corresponding to the grant of subsidy availment thereto representing the duties due on its importations of fertilizers for the first quarter of 1992, pursuant to the terms and conditions of FIRB Resolution No. 27-92. BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to affirm the last condition stated in said FIRB Resolution No. 27-92, which reads as follows: " Provided, Finally , That the Certificate of Entitlement to Subsidy evidencing the herein subject subsidy availment shall only be released to the beneficiary concerned upon its presentation of proof to the FIRB that the Memorandum Circular (Creating a special committee to investigate malpractices/violations in the fertilizer industry), entered into between the Fertilizer and Pesticide Authority and the Fertilizer Industry Association of the Philippines, has already been signed by the parties concerned and put into effect."
