January 14, 1986 FIRB RESOLUTION NO. 002-86 BE IT RESOLVED, AS IT IS HEREBY RESOLVED, That the request of the Bureau of Mines and Geo-Sciences for the restoration of tax and duty exemption privileges to small-scale miners under P.D. 1899 is hereby denied considering that operations of small-scale miners are constrained by problems relating to technical safety, environmental, legal, marketing and marketing * aspects which are better controlled through non-tax measures.
