An Order Directing All Concerned Offices to Implement the Electronic Building Permit Management System as Designed by the Project Team of the Local Government and Mindanao University of Science and Technology

June 9, 2016 EXECUTIVE ORDER NO. 075-16 AN ORDER DIRECTING ALL CONCERNED OFFICES TO IMPLEMENT THE ELECTRONIC BUILDING PERMIT MANAGEMENT SYSTEM AS DESIGNED BY THE PROJECT TEAM OF THE LOCAL GOVERNMENT AND MINDANAO UNIVERSITY OF SCIENCE AND TECHNOLOGY WHEREAS , Section 16 of the Local Government Code of 1991 provides that "every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as the powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare"; WHEREAS, the Local Government of Cagayan de Oro (CDO) , under the present administration has considered Investment and Infrastructure as vital components of its Eight-Point Agenda and has adopted the policy of transparency and professionalism as standards by which to measure government service; WHEREAS, CDO and the Mindanao University of Science and Technology (MUST) signed a Memorandum of Understanding in February, 2014 to undertake the simplification of construction permitting through process re-engineering and phased automation to the extent possible with its available resources; WHEREAS , MUST has completed the design of the Electronic Building Permit Management System by using the DILG-DPWH Study on Construction Permitting Processes funded by USAID INVEST Project as reference document and applying change management principles in both the technical and people side of the project; NOW, THEREFORE, I, OSCAR S. MORENO , by virtue of the powers vested in me as City Mayor of Cagayan de Oro, do hereby order: SECTION 1. All concerned offices (Office of the Building Official, City Planning and Development Office, City Treasurer and City Assessor) shall implement the eBuilding Permit Management System which is indicated in Attachment A and shall form an integral part to this Executive Order. SECTION 2. Applicants may choose to submit using blueprints; in which case, the OBO will follow the serial system in the evaluation of the application. However, the applicant is able to view the status of the application through the document tracking system. SECTION 3. The OBO and MUST's Project Team shall regularly review the system's performance and usage and recommend further improvements in the system. After being found practical and client-friendly, the improvements will be endorsed to the Mayor for approval. SECTION 4. Repealing Clause . All other Executive Orders and Memoranda or part thereof that are inconsistent with any of the provisions of this Order are hereby repealed or modified accordingly. SECTION 5. Effectivity .
