April 26, 2017 SIXTEENTH (16th) REGULAR SESSION RESOLUTION NO. 121, S. 2017 ( Authored by: Councilor Lilani L. Ramon ) WHEREAS , pursuant to Ordinance No. 23, Series of 2003, amending Section 69 (c) of Ordinance No. 125 , otherwise known as the "1997 Omnibus TaxOrdinance of theCity of Dumaguete," the amount of Fifty Pesos (P50.00) has been collected for every issuance of a Pre-Marriage Certificate (PMC) by the City Population Office ; WHEREAS , the City Population Officer, Mrs. Laume Ruth B. Quijote, in her letter dated February 7, 2017, is requesting to increase the fee for the Pre-Marriage Counseling (PMC) Certificate from P50.00 to P100.00 for Regular Sessions, and to collect P500.00 for PMC Special Sessions ; WHEREAS , the fees under the "1997 OmnibusTaxOrdinance of the City of Dumaguete" had been updated pursuant to Ordinance No. 139, Series of 2008 ; WHEREAS, it must be noted, that a fee for the "Pre-Marriage Certificate (PMC) by the City Population Office" was not incorporated in Ordinance No. 139, Series of 2008 , otherwise known as "The Updated Omnibus Tax Ordinance of the City of Dumaguete" ; SaCIDT WHEREAS, considering the validity and essentiality of the request of the City Population Officer, there is a need to amend Ordinance No. 139, Series of 2008 , otherwise known as "The Updated Omnibus Tax Ordinance of the City of Dumaguete," by incorporating the aforementioned fees. WHEREFORE , on motion of Councilor Lilani L. Ramon , duly seconded by Councilors Michael M. Bandal and Manuel R. Arbon , the Sangguniang Panlungsod in session assembled: RESOLVED, AS IT IS HEREBY RESOLVED , to enact the following ordinance: DUMAGUETE CITY ORDINANCE NO. 015-17 AN ORDINANCE AMENDING SECTION 69 (C) OF ORDINANCENO.139, SERIES OF 2008, OTHERWISE KNOWN AS "THE UPDATEDOMNIBUSTAX ORDINANCEOF THE CITY OF DUMAGUETE," BY INCORPORATING THE FEE OF THE "PRE-MARRIAGE COUNSELING (PMC) CERTIFICATE FOR REGULAR SESSIONS" P100.00 AND IMPOSING FEE OF P500.00 FOR THE " PMC CERTIFICATE FOR SPECIAL SESSIONS ," CONDUCTED BY THE CITY POPULATION OFFICE, TO BE ASSIGNED AS NO. 12 HEREOF Be it ordained by the Sangguniang Panlungsod of the City of Dumaguete, that : SECTION 1. Section 69 (c). Imposition of Fees under Chapter XVII Secretary's Fees , of Ordinance No. 139, series of 2008 , otherwise known as "The Updated Omnibus Tax Ordinance of the City of Dumaguete," is hereby amended by incorporating the following fees, to be assigned as No. 12 , to be read as follows: SCaITA xxx xxx xxx Section 69 (c). Imposition of Fees . There shall be collected the following fees from all persons requesting for a copy of office records and documents from offices of the Dumaguete City Government. x x x (1 to 11) Existing Fees 12. For every issuance of a Pre-Marriage Counseling (PMC) Certificate by the City Population Office: a) PMC Certificate (Regular Sessions) P100.00 b) PMC Certificate (Special Sessions) P500.00 xxx xxx xxx SECTION 2. As used in this Ordinance, the following Definition of terms : a) PMC REGULAR SESSION are those Sessions which have been scheduled on a Regular Day which is every Tuesday of the week from 8:00 A.M. to 12:00 NN; b) PMC SPECIAL SESSION are those Sessions which are requested by clients to be held outside the Regular schedule except during Saturdays, Sundays and Holidays; SECTION 3. Ordinance No. 23, Series of 2003 , is hereby repealed or modified accordingly. SECTION 4. Effectivity . This ordinance shall take effect after certified true copies of this ordinance are published in full for three (3) consecutive days in a newspaper of general circulation in the Province of Negros Oriental.
