February 29, 2016 DOST MEMORANDUM ORDER NO. 001-16 SUBJECT : Implementing the Abolition and Liquidation of the Technology Resource Center (TRC) Pursuant to the recommendation of the Governance Commission for GOCCs (GCG) to abolish the Technology Resource Center (TRC) per Section 5 (a) of Republic Act No. 10149, which was approved by H.E. the President through a Memorandum from the Executive Secretary and consequently GCG Memorandum Order No. 2015-11, which directed the closing of the TRC effective October 31, 2015, and DOST Special Order No. 761-A, Series of 2015, DOST Central Office, Regional Offices and concerned agencies are hereby directed to coordinate with TRC and take all proper and necessary steps to implement the winding down of the operations as per approved TRC liquidation plan, namely: A. Transfer of Functions/Programs Program/Function to be What to be Transferred Recipient Entity/Focal Transferred/TRC Official/ Person Personnel Responsible Implementation of Inventory of all courses Office of the Assistant Business and Livelihood including course Secretary for Countryside Training Including outlines, full content, Development and DOST Coordination with LGUs video recordings, Regional Offices for their Technology and evaluation records, Livelihood Development historical attendance Centers records etc. Both in hard ASec Urduja Tejada copy and digital form; Directory of all resource Ms. Venus P. All equipment, materials, tools, instruments, accessories, ingredients, etc. used in the conduct of livelihood training both in-house and off-site. Operation of the Library All library content both Science and Technology hard copy and digital; Information Institute (STII) All library catalogs and indices both hard copy ETechnobank Department and digital; Mr. Alan Taule TRC All equipment, server, clients, interconnectivity devices, etc. used and needed in the operation of the Technobank and Elibrary; All customer records and logbooks of the library; All prepaid access cards, PINs, usernames, passwords both used by personnel and sold to customers; All software including manuals, installers, archives used in the operation of the Technobank and Elibrary Commercialization of All records of Technology Application Technologies commercialization and Promotion Institute activities; (TAPI) All business plans, Ms. Venus P. Deanabeth Gonzalez Legal Services and Human Resource Management TRC The cut-off date of the final closure of the operations and closing of books of account of TRC is on October 31, 2015, and therefore, all remaining functions of TRC shall have been transferred to DOST and the custody of the assets of TRC shall be turned over to DOST to prevent its dissipation. Only a skeletal organization shall be in place to pursue the complete implementation of the liquidation plan. The DOST shall take all proper and necessary steps to protect the interests of the government in connection with the liquidation, including the preservation of the assets of TRC until such time that it has been disposed. All proceeds arising from the liquidation shall be held in trust for purposes of the implementation of the liquidation of TRC and the settlement of its liabilities, and any remaining assets shall thereafter be transferred to the DOST. aScITE BY AUTHORITY OF THE SECRETARY (SGD.)
