September 24, 2018 DOF MEMORANDUM FOR : Heads of Offices This Department Heads of Bureaus/Attached Agencies Department of Finance SUBJECT : Disallowing Government Employees from Moonlighting Outside Casinos and Escorting Gamblers Attached is a copy of the Office of the President Cabinet Action/Decision with File No. 527-091118-34 dated 13 September 2018 from Cabinet Secretary Leoncio B. Evasco, Jr., Office of the President on the above-captioned subject. DHITCc Accordingly, the President affirmed that the policy banning all government officials and employees from entering casinos is still in force. He further asserted that government personnel, including members of the police force, should not be allowed to moonlight outside casinos and escort high stakes gamblers from the airport. The President affirmed that the policy banning all government officials and employees from entering casinos is still in force.
