Request for the Convening of the Committee on Accreditation of Cargo Surveying Companies (CACSC)

December 22, 2010 DOF MEMORANDUM TO : Hon. Paquito N. Ochoa, Jr. Executive Secretary Office of the President SUBJECT : Request for the Convening of the Committee on Accreditation of Cargo Surveying Companies (CACSC) This is in connection with your Memorandum dated November 26, 2010 directing the Department of Finance to convene the CACSC, "being the next senior ranking official under Administrative Order No. 243-A, insofar as representation to that Committee is concerned, in order to address the issues pending before the same." We note that under A.O. No. 243-A, the former Chairman of the CACSC was the Head of the Office of the Presidential Adviser on Revenue Enhancement (PARE), which office was already abolished. However, under Section 1 of A.O. No. 243, it is provided that: "SECTION 1. Creation of Committee for Accreditation of Cargo Surveying Companies (CACSC). A committee is hereby created hereinafter known as the Committee for Accreditation of Cargo Surveying Companies (CACSC) to be composed of the following: Authorized representative from the Office of the President; Authorized representative of the Secretary of Finance; Deputy Commissioner of Customs authorized by the Commissioner; and Two authorized representative(s) of duly recognized industry associations." (Emphasis Supplied) HDTISa In view thereof, we would like to seek a clarification on the following matter: Did the abolition of the PARE result in the exclusion of the Office of the President (through its authorized representative) as part of the CACSC? Accordingly, this Department deems it necessary to defer any action to convene the CACSC until this matter is clarified. Thank you very much. (SGD.) CARLO A.
