Recommendees of Local Chief Executives for the Positions of Provincial/City/Municipal Treasurers and Their Assistants

March 7, 1994 DOF LOCAL FINANCE CIRCULAR NO. 04-94 SUBJECT : Recommendees of Local Chief Executives for the Positions of Provincial/City/Municipal Treasurers and Their Assistants Pursuant to Sections 470 (A) and 471 (A) of the Local Government Code TO : All Regional Directors for Local Government Finance, Provincial/City/Municipal Treasurers and All Others Concerned It has been observed that recommendees of local chief executives for the positions of Provincial/City/Municipal Treasurers and their Assistants include lower ranking personnel who are not in line for promotion and do not meet the minimum qualification requirements of the positions prescribed under Section 470 (c) and Section 471 (b) of the Local Government Code of 1991, respectively. It appears that the requirement of at least three (3) recommendees under Sections 470 (a) and 471 (a) of the Code is being interpreted liberally without taking into account the aforementioned minimum qualifications prescribed in the Code for said positions. Accordingly, the Regional Directors for Local Government Finance and the Provincial/City Treasurers and District Treasurers of Metropolitan Manila are hereby directed to see to it that only those who are in line for promotion to a vacant position and possessing the minimum qualification requirements are included in the list of recommendees of local chief executives. In the absence of qualified and ranking candidates in the local government unit concerned, other local treasury officials within the region, for vacancies in the positions of Provincial/City Treasurers and Assistant Provincial/City Treasurers, and within the province/districts of Metropolitan Manila, for vacancies in the positions of Municipal Treasurers, and Assistant Municipal Treasurers, who are ranking and qualified should be considered as candidates for the position involved and their names and bio-data submitted to the local chief executive. In such cases, the one recommended by the local chief executive may be designated Officer-in-Charge or In-Charge of Office (OIC/ICO-Provincial/City/Municipal Treasurer) or as Acting Assistant Provincial/City/Municipal Treasurer, as the case may be, and after six (6) months' residence in the local government unit concerned, he/she may be issued a regular appointment. ADScCE The Regional Directors for Local Government Finance are hereby instructed to disseminate the contents of the herein Circular to the Provincial/City/Municipal Treasurers within their respective jurisdictions.
