December 4, 2014 DOF DEPARTMENT ORDER NO. 106-14 CENTRALIZED RECEIVING AND RELEASING OF ALL OFFICIAL DOCUMENTS IN THE DEPARTMENT OF FINANCE In the interest of the service, the Central Records Management Division (CRMD) of the Central Administration Office (CAO) is mandated to act as the central receiving and releasing unit of all official documents in this Department. As such, CRMD takes charge of the receipt, assignment, distribution and releasing of communications and other papers for action or otherwise and keeps control thereof. The Document Tracking System (DTS) shall be used to record all official documents received and released by CRMD by generating a unique barcode for every transaction. CRMD shall print daily a summary of transactions to be collated which shall serve as record logbook for reference. On the other hand, the Central Management Information Office-Information System Development and Operation Division (CMIO-ISDOD) shall design enhancements to the existing DTS which includes tracking/monitoring of document aging and matching/pairing of documents received and released for monitoring purposes. Similarly, personnel performing receiving and releasing functions from other offices/units shall be rationalized to beef up the present manpower complement of CRMD. Provision of additional physical resources such as computers, printers, bar code readers, office space, records storage and other equipments/facilities shall be made available to ensure smooth, efficient and effective implementation of this Order. Heads of Offices/Divisions/Units are further reminded that pursuant to Section 8 of Republic Act No. 9485 otherwise known as the Anti-Red Tape Act of 2007, action on documents shall not be longer than five (5) working days in the case of simple transactions and ten (10) working days in the case of complex transactions from the date of receipt.
