October 1, 2015 DOF DEPARTMENT ORDER NO. 099-15 CREATION OF THE AUTOMATIC EXCHANGE OF INFORMATION (AEOI) PILOT PROJECT TEAM In the interest of the service and in connection with the invitation extended to the Philippines by the Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) to: (1) Commit to implement the new standard in Automatic Exchange of Information (AEOI) referred to as the Common Reporting Standard (CRS); and (2) Participate in the pilot project for developing countries on the implementation of CRS, the "AEOI Pilot Project Team" is hereby constituted to be composed of the following officials and personnel from this Department and from the Bureau of Internal Revenue: I. Bato : Domestic Finance Group The functions and responsibilities of the AEOI Pilot Project Team shall be, as follows: (1) Plan and handle all policy and operations-related matters concerning the commitment to implement the CRS and the AEOI pilot project in the Philippines including drafting of CRS legislation; (2) Coordinate all the necessary logistics and substantive preparations for the implementation of the CRS; (3) Request the assistance and participation of delegated officials and/or personnel from other government agencies involved in AEOI, such as the Bangko Sentral ng Pilipinas and the National Tax Research Center, for the implementation of the AEOI Pilot Project, and of other persons as be necessary to the accomplishment of the foregoing; (4) Review the current structure of units and groups which will implement AEOI, and recommend necessary changes in the organizational structure for the effective implementation of AEOI in the Philippines; and (5) Act on any and all other matters connected to the AEOI Pilot Project. The above-mentioned personnel whose salary grade is 25 and below shall be authorized to claim and receive non-monetary remuneration for actual overtime service rendered (Compensatory Time-Off) including weekends and holidays, in relation to the project, until such time as the AEOI Pilot Project Team is dissolved, since they will perform additional assignments other than their regular functions in accordance with the Civil Service Commission and Department of Budget and Management Joint Circular No. 2 dated 04 October 2004. All orders, circulars, memoranda, and other issuance contrary to or inconsistent herewith are hereby revoked and/or modified, and all concerned shall be guided accordingly.
