November 15, 2002 DOF DEPARTMENT ORDER NO. 076-02 ( Declared Overtaken by Events by D.O. 29-16 ) DELEGATING THE AUTHORITY TO RESOLVE APPEALS FROM THE DECISIONS OF THE INSURANCE COMMISSIONER UNDER SECTION 414 OF THE INSURANCE CODE TO UNDERSECRETARY INOCENCIO P. FERRER, JR. WHEREAS, Section 414 of P.D. 1460 (The Insurance Code of the Philippines) vests with the Secretary of Finance the power to review on appeal administrative decisions of the Insurance Commissioner; WHEREAS, Book IV, Chapter 2, Section 7 of the Administrative Code of 1987 allows the Secretary to delegate his authority to his subordinates; WHEREAS, Book IV, Chapter 2, Section 10, authorizes the Undersecretaries to discharge the duties of the Secretary delegated to them; WHEREAS, in the exigencies of service and pursuant to the above-mentioned provisions of law, do hereby order, delegate and designate Undersecretary Inocencio P. Ferrer, Jr. to take cognizance and resolve any and all appeals from the administrative decision of the Insurance Commissioner.
