July 16, 2015 DOF DEPARTMENT ORDER NO. 074-15 SUBJECT : Creation of the Special BAC and Steering Committee for the New DOF Building Project In the exigency of service and in connection with the proposed construction of the new DOF Building, the following officials and personnel shall constitute the Special BAC and Steering Committee for the new DOF Building Project: I. Special Technical Working Group Name Designation Marina Elenita Lizaso Head Jericho Joseph Troncales Vice-Head Carlo Baloloy Member Emma Paz Member Joseph Ricardo Espiritu Member Michaelangelo Aguinaldo Member Roylito Escala Member Rodel Laureles Member The Special BAC Secretariat shall have the following functions and responsibilities: i. Prepares the lead Agency Procurement Plan (APP) from the consolidated submitted Project Procurement Plan (PPMP) from various sub-committees created to assist the Executive Steering Committee created under Memorandum Circular No. 15, to make them available for review as indicated in Section 7 of RA 9184; and submission to GPPB and PS-DBM for common-use supplies; ii. Assist the BAC in preparation of the bidding documents, ensuring that the same reflects the requirements of the Sub-Committee and these conform to the standards set forth by RA 9184 and the Bidding Documents prescribed by Government Policy Procurement Board; iii. Prepares related bid documents such as but not limited to: request for quotation, advertise and/or post bidding opportunities, including bidding documents, supplemental bid bulletins and notices of awards; EATCcI iv. Organize meetings and make all necessary arrangements for BAC meetings and conference; v. Prepares highlights of the meeting, supplemental/bid bulletins and resolutions of the BAC; vi. Take custody of the procurement documents and other records; vii. Manage the sale and distribution of bidding documents to interest bidders; viii. Assist in managing the procurement process; ix. Monitor procurement activities and milestone for proper reporting to relevant agencies when requires; x. Act as the central channel of communications for BAC with end-users, PMOs, other units of the Sub-Committees, other Government Agencies, providers of goods, infrastructure projects and consulting services, observers and the general public; and xi. The SBAC, TWG and Secretariat shall give utmost priority to BAC assignments over all other duties and responsibilities, until the requirements from the procurement at hand are completed and shall perform jury duty when so required. The Special Technical Working Group shall provide assistance to the Special BAC in terms of technical, financial, legal and other aspects of the procurement at hand. As such, the special TWG shall: i. Assist the aforesaid BAC in the conduct of eligibility screening in the short listing of prospective bidders in case of biddings for consulting services; ii. Assist the aforesaid in the evaluation of bids and prepare the accompanying reports for their consideration and approval; DHITCc iii. Assist the aforesaid in the conduct of post-qualification activities and prepare the post-qualification report for their approval; and iv. Review bid documents and timelines of the procurement process to ensure compliance with the existing laws, rules and regulations. IV. DOF Building Steering Committee Name Designation Gil S. Tan Director III Gisella F. Lood Deputy Treasurer of the Philippines The DOF Building Steering Committee is hereby directed to: i. Manage and oversee the execution of the project in an expeditious and economical manner consistent with and satisfactory to the requirements of the DOF; ii. Coordinate with various offices for design planning, space layout, and workplace standard-setting in terms of facilities and amenities to be allocated in the new DOF building like: a. Gymnasium; b. Cafeteria; c. Assembly Hall/Auditorium; d. Parking Spaces; e. Guard's Booth; cEaSHC f. Common Elevators; g. Driveway and; h. Other proposed facilities. iii. Facilitate the transfer of the concerned Bureaus/Groups/Offices to the new DOF Building; iv. Recommend for approval of the Secretary the design and plan layout of the proposed new DOF building ensuring that it is in a tenantable condition and comparatively at par with the existing standards of a modern intelligent building office. To further assist the DOF Building Steering Committee in the implementation of this Order, a Technical Sub-Committee is hereby created to be composed of the following members: V. CTIEac All pending procurement processes pending with the regular BAC shall be deemed transferred to the SBAC upon the effectivity of this Order. All orders, memoranda, circulars or other issuances or parts thereof which are inconsistent with this Department Order are hereby deemed repealed and/or modified accordingly.
