November 29, 2018 DOF DEPARTMENT ORDER NO. 068-18 SUBJECT : Conduct On-Site Assessment of the Facilities of Companies in the Preparation of the Master Plan for the Implementation of the Fuel Marking Program Pursuant to Republic Act No. 8424, otherwise known as the National Internal Revenue Code of 1997, as amended by Republic Act No. 10963 or the TRAIN Law, specifically Section 148-A thereof, the Government of the Philippines, through the Bureau of Customs (BOC) and Procurement Service-Department of Budget and Management (PS-DBM), has engaged the consulting services of SICPA SA and SGS Philippines, Inc. Joint Venture (SICPA-SGS JV) for the establishment and operation of fuel marking and field testing system. AIDSTE In view of the foregoing, representatives of SICPA SA-SGS JV ,bearing proper identification, are herein authorized to present themselves to importers, refiners and manufacturers of petroleum products for the purpose of being provided reasonable access to the importation/refining/manufacturing facilities as well as requested information necessary for implementation of the fuel marking program. The Commissioners of the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC) are herein instructed to send representatives to accompany the SICPA SA-SGS JV representatives to the onsite visits.
