October 16, 2007 DOF DEPARTMENT ORDER NO. 041-07 TO : All DOF Officials and Employees This Department SUBJECT : Incorporation of Integrity Check in Recruitment and Promotion of DOF Personnel Pursuant to the implementation of Integrity Development Action Plan (IDAP) in the Department of Finance as indicated in the twenty-two (22) doable anti-corruption measures particularly such measure which seeks to incorporate integrity check in the recruitment and promotion of personnel, the following procedural guidelines shall be observed: 1. The existing procedures in the recruitment and promotion of personnel in accordance with the Merit Promotion Plan of this Department as approved by the Civil Service Commission (CSC) shall continue to be observed. However, the process shall be enhanced with the incorporation of the conduct of Integrity Check/Background Investigation of candidates for appointment to vacant positions that shall be filled up; 2. The Integrity Check shall be initiated after the Department Selection Board has selected the best qualified among the candidates for specific positions. This shall include verification of authenticity of scholastic records/civil service eligibilities, previous employment, moral standing in the community where applicant resides, and other relevant areas of Background Investigation (BI) of the candidates. 3. A Special Unit/Committee shall be created for this purpose. The committee shall be comprised of members to be designated from selected units in the Department and to be headed by an official who has an expertise in the field of Background Investigation/Integrity Check. Confidentiality shall be observed at all times. 4. If the selected candidate passes the Integrity Check/Background Investigation, the Head of the Special Unit/Committee shall issue the corresponding CLEARANCE . Said clearance shall serve as go signal for the issuance of the appointment of concerned candidate. 5. If the selected candidate fails the Integrity Check/Background Investigation, the Head of the Special Unit/Committee shall issue a CERTIFICATION to that effect. The Selection Board shall then decide on the next best qualified candidate who shall also be subjected to the same Integrity Check/Background Investigation. This Department Order shall form part and shall be considered an addendum to the Merit Promotion Plan of the Department of Finance.
