December 1, 2009 DOF DEPARTMENT ORDER NO. 039-09 ( Declared Overtaken by Events by D.O. 29-16) In line with the preparation and submission of the Organizational Performance Indicator Framework (OPIF) Cascading Plan and restructuring of Programs, Activities, and Projects (PAPs), the DOF, its bureaus and attached agencies are hereby directed to undertake the following: LLpr (a) Review and/or draw-up the Corporate Plan and Business Plan and link the same to the department-wide Major Final Outputs (MFOs) and Performance Indicators (PIs) as provided in DBM's Cascading Plan guidelines; (b) Review the existing MFOs and PIs following DBM's Cascading Plan Guidelines; (c) Implement the Office Performance Evaluation System (OPES) and come-up with an individual plan which will link to the MFOs and PIs; (d) Review and restructure the PAPs; and (e) Prepare and submit to the DBM a Cascading Plan and Restructured PAPs. Undersecretary Crisanta S. Legaspi is hereby designated as the Focal Point Person to oversee the implementation of the Cascading Plan. She is authorized to create a Technical Working Group (TWG) to assist her in the preparation of the Plan. EIcSTD This Order shall take effect immediately. (SGD.) MARGARITO B. TEVES Secretary
