October 29, 1999 DOF DEPARTMENT ORDER NO. 038-99 FOR : Officials and Employees of the DOF, its Bureaus and Attached Agencies SUBJECT : The Selection and Promotion Board for Senior Officials/Presidential Appointees In compliance with Executive Order No. 136 dated July 31, 1999 and Department Personnel Order No. 286-99 dated 21 July 1999 Creating the Selection and Promotion Board for Senior Officials/Presidential Appointees in the Department of Finance including its Bureaus and Attached Agencies, the criteria and processing systems shall be established as basis for the evaluation and selection of recommendees/nominees for appointment to the third level positions. I. Objectives 1. To establish a recruitment/promotion system that is characterized by careful observance of the principles of merit, competence and professional qualifications in the selection of applicants, recommendees/nominees to the presidential appointee (3rd level) positions in the Department of Finance including its Bureaus and Attached Agencies; and 2. To provide equal opportunities for advancement to all qualified and competent next-in-rank (NIR) incumbents in the Department of Finance, its Bureaus and Attached Agencies 3. To recruit only qualified and competent applicants, recommendees/nominees to senior officials/presidential appointee positions in the DOF including its Bureaus and Attached Agencies. prcd II. Basic Policies on Selection and Promotion 1. The merit principle shall be adhered to in the selection and promotion of applicants/officials/NIR incumbents to 3rd level positions in the Department of Finance, its Bureaus and Attached Agencies; 2. Reasonable and valid standards and methods of evaluating the qualifications and competence of officials/NIR incumbents competing for promotion/appointment to the position shall be applied favorably and consistently within the Department, its Bureaus and Attached Agencies; 3. As broad an area of selection as is practicable shall be considered in seeking qualified officials/NIR incumbents for promotion. 4. All officials/NIR incumbents considered for promotion/appointment to the 3rd level position shall be screened and evaluated by the Selection and Promotion Board for Senior Officials/Presidential Appointees. 5. All candidates should meet the minimum qualification standards and Civil Service eligibility for the 3rd level position as prescribed under CSC Memorandum Circular No. 1 Series 1997, The Revised Qualification Standards. 6. Heads of Agencies shall recommend at least three candidates to the Senior Selection and Promotion Board after which the Board shall select at least two (2) from the recommendees and recommend to the Secretary of Finance for final selection and endorsement to the President. 7. The recommendation shall be accompanied by the following documents as stipulated in memo dated July 7, 1998 of the Cabinet 7.1 Aide Memoire on the Office concerned including its enabling acts; 7.2 Certification that the position is currently vacant or why a vacancy will be created. In case the position is occupied, certification that the incumbent to be replaced is non-Career Executive Service Officer (CESO). 7.3 Bio-Data/Curriculum Vitae of each recommendee, including their respective Community Tax Certificate (CTC) Number, and two (2) recent colored 2"X2" I.D. photos. cdll 7.4 Appropriate clearances/certifications from the following agencies for each recommendee: a. Ombudsman b. Civil Service Commission c. National Bureau of Investigation III. Objective Criteria A. Pre-Qualification Criteria * The recommendee must meet the general qualifications for government service: a. Filipino citizen b. Good moral character cdll c. Does not possess any of the following disqualifications: Has been found guilty of a crime involving moral turpitude, or of infamous, disgraceful conduct or addiction to narcotics, or dishonesty; Has been dismissed from the government service for cause, unless an executive clemency has been granted; Has intentionally made a false statement of any material fact or has practiced or attempted to practice any deception or fraud in connection with the appointment; and, Other disqualifications as may be provided for by law. B. Position-Specific Criteria * 1. Professional Background (includes education, training and potentials) 2. Performance Rating (for promotion purposes) ** 3. Honors/Awards/Citations received 4. Involvement/Contribution in the section/field relevant to the position applied for 5. Affiliation/Membership in relevant organization 6. Civil Service eligibility 7. Letters of indorsements (either of institutional/sectoral organization especially of target clientele, concerned Department/Bureau officials, and others) C. Attributes of Government Executive *** 1. Competence ability to get things done; identity programs and strategies to improve the delivery of services (technical competence) complemented by a demonstration of leadership skills such as the ability to challenge, inspire and encourage the staff 2. Honesty truthful, ethical and principled behavior consistent with stated belief 3. Commitment to the job belief in the mission and objective of the office and pursue its programs and projects efficiently, effectively and economically 4. Vision, innovativeness and creativity definitive idea of what you will be within 5 or 10 years. ability to take risks, to innovate and experiment in order to find new and better ways of doing things ability to anticipate, recognize and analyze rapidly changing needs in the bureaucracy and clients 5. Ability to communicate and relate with others ability to let the staff know the goals of the organization, why management is proceeding the way it is and what changes are in the works 6. Collaboration ability to pursue programs and projects in partnership with others ability to establish linkages with political and legislative authorities, other government units and NGO's which can help accomplish office goals and objectives The weight/value system applied to the position specific criteria and attributes of government executive shall be decided by the Selection and Promotion Board for Senior Officials/Presidential Appointees in the Department of Finance including its Bureaus and Attached Agencies. IV. PROCEDURES TO BE ADOPTED and FLOW OF DOCUMENTS This Order takes effect immediately and all concerned shall be guided accordingly. (SGD.) EDGARDO B.
